Since Amtrak went to a non-smoking policy several months ago, the former smoking lounges have been off limits to passengers. When the lounge car on the number three was taken out of service (due to a faulty wheel), the conductor saw fit to unlock the doors so the passengers would have a common area. These gentlemen, no doubt riding coach, took further advantage of the opportunity.
